The game does the same thing with textures. Look at them, then look away (make sure they're not on the screen AT ALL) then look back, and you should see their robe with the physics feature has been reset and is moving again because you saw it. Basically, Fallout loads what it sees, you can test this out with dead feral ghouls with their physics-based clothing. How buged could their code be that this would make any kind of difference? I'm not even sure why increasing the FOV would improve texture loading issues.
